cops should have tased him or fired rubber bullets at him. Instead they just wait and wait while the dude loads the weapon. cops could have even fired at that point whenever he was loading the weapon....fire somewhere non-lethal like his weapon holding hand, or leg.

even without non-lethal ammo or weapons... they couldve just shot him in the arm or leg as soon as they saw him load (or anytime else since he first got ahold of a gun). I understand there's "procedure" to follow, but damn... fuck paperwork. If I were in that situation, I would've injured him.
