You can't KILL this problem. It's an educational problem. This will take decades to fix and the only way is through education of the newer generations before they are indoctrinated. The older generations need to grow old and die while the newer ones are educated properly and are given an actual productive purpose to live for rather than Allah or Jesus or some other bullshit.
If you kill an Islamic extremist you also have to kill his entire family of innocent children and brothers and cousins and friends of his as well. If you don't, then you risk creating more extremists that vow vengeance against western society. It just makes no sense at all to try and solve this problem by murdering every possible threat without creating new additional threats. If my brother or wife was killed in a drone attack carried out by the Afghanistan government, just because they were standing near the target, I would probably vow to take out the Afghan government.
