Whatever the language is, it definitely doesn't sound Mandarin. It almost sounds like a dialect that mixes Vietnamese with maybe Chinese.

No Vietnamese, but yes, it's a dialect. It's the Pu-Xian dialect. If you know of Min dialects, this is one (just like Taiwanese). Sounds funny to me, but I can hear Mandarin words in there too though.
