The truck driver did good job trying to give the scooter more room to stop without rolling the truck.

The scooter that hit the truck was equipped with an upright pole terminating just below eye height. I guess it was a cell phone holder. You can also see a cell phone launch from the scooter following impact.

While it is true that the scooter crossed right behind a departing truck, the rider should have seen that oncoming truck soon enough to at least brake. Instead, the rider was giving it gas for the whole crossing as if there was no truck. I think the rider was distracted by his phone.
