I think that after generations of being brought up in a totalitarian communist regime, they are too afraid to intervene. It is happening to the West too, very slowly.

Okay, the topic of bystanders not helping a victim tends to crop up when videos like this are posted, but there's a bloody critical component to this that most seem to be unaware. In China, there is a longstanding tradition that an individual who causes harm to another is responsible for their care going forward. This can even be the case for the rest of the victim's life. Most frequently, we see incidents of motorists, not only failing to stop if they hit someone, but some actually proceed to drive over the victim several times to ensure that they're dead. Why? They'll only need to compensate the victim's family once. Unfortunately, this tradition has resulted in legal action against good Samaritans in the past. The most cited case was Xu Shoulan v. Peng Yu (2006...ish), where the victim successfully sued Mr. Yu after she broke her leg. The verdict was widely published, and it instilled a very real sense of fear, as the damages in such cases could destroy a family financially. Unfortunately, the fact that Mr. Yu actually was the one who pushed Ms. Shoulan, and caused her fall wasn't as widely publicized, and instead, became a warning to any who would offer aid to an injured person. This apparent civil risk was the primary cause of around 20 people walking by Wang Yue, a toddler who wandered off from her parents, and was run over by 2 vehicles in 2011. Even though she was still alive, witnesses indicated that her age, and the extent of her injuries were enough to cause them to simply ignore the child. She was crying, weakly moving, and even holding her head at several points in the CCTV footage. In fact, it took almost 10 minutes before someone did try to help...and quite literally it was a elderly trash scavenger who had no resources that she could lose. ...That's the cultural context that's missing here, and in truth, good Samaritan laws are VERY recent in China...2017 for the first federal one to be enacted. |

I've seen this many, many times in China where they could give 2 fucks less about trying to help someone. I mean, there are ignorant cold assholes in every country. But it seems like China is on a whole other tier of there own when it comes to not giving a fuck. |

Why is it still a shock when people just don't give a fuck the lady at the counter looked at him on the floor poor bastard then paid for her goods no way thats normal anywhere in the world
