Getting involved could prove costly to yourself +/or getting in trouble (even if you've done nothing wrong). There have been people who have helped + ended up being billed for the patient's medical care. Some have even been wrongly accused of being the cause of the situation.

I grew up in China and I confirm this.
With no medical insurances (for most) and the laws being a joke, the victim (and or his/her family) will bite whoever they can find, even the rescuers.

After a few infamous court rulings, nobody would even attempt to do anything.
