It is when the driver commits a felony, defense of a third person, assault with a deadly weapon (the car)... I could Monday night quarterback this video and justify the actions of this police officer.

Who was the third party, being ‘defended’, and who was being assaulted with the car?

I don’t mind them shooting car thieves dead in the slightest, or bike thieves, just curious what happens if they miss and kill some innocent passerby.
