It says "даймехкан ямарт лай". Obviously it is in slavic letters. I tried understanding what the hell does that mean and I did little research, it is Uzbek language, the first word means "to punish". About other two im not completely sure. It is a fact that they had a legend in which there was a man named Yamart (ямарт) and Lai (лай) is also mythological person http://en.wikipedia.org/wiki/Laius .... So if im right , I guess it could mean something like "Punishment of Yamart and Lai".
