Probably just didn’t realize he’d been cut. I’ve known people who’ve been stabbed and thought they just got punched.

Negative, for a few reasons. The artery itself is only a few inches long and when severed, will retract into the tissue. Since it provides ALL of the blood to that lower extremity, you realistically have about a minute to get it completely stopped. To stop it, you'd need clamping forceps on the artery itself.

That’s why you apply a tourniquet “high and tight” just in case of retraction. You’d put that thing up near his groin and tight as humanly possible. It would hurt so bad he’d probably wish he was dead.

"and tight as humanly possible"

This is quite literal. You'd think it would be a good way to lose the appendage, but from my recollection it can be on for a good bit of time before it gets to a point they can't save it. Better to stay alive long enough to have a chance than to save the limb but lose your life.
