It would have been part of the plan by the group of Officers. The rescuing Officer on the ground would have relayed to the sniper, by radio, he would be rushing in to retrieve the hostage. Likely, the scene-response supervisor wouldve issued and/or coordinated the Order of Events For Takedown. The series of affect is usually similar to this: 1) create immediate cordon area 2) setup talks with gunman for stalling or de-esc 3) stage sniper for possible takedown 4) assign retrieval officer to grab hostage 5) enact a radio check with all officers 6) GO ON SHOT AT COMMAND OF SUPERVISOR |

That was a superbly placed and timed shot. So much so that the gunman head was turned into a canoe and he dropped so quickly that the hostage stumbled backwards but he had already been dropped.

Excellent post, although on #6, I believe "execute" is at sniper's descretion. He'll radio to tactical commander once he's in position, then unless there is an abort, it's radio silent to allow him to concentrate.
