I realize I could be wrong, but I think that it's fake.
Something about the setup and framing, that there's nothing else to see - he runs out of frame and the camera doesn't follow at all... There are a few frames where it looks like the hand is red and ragged and a few frames where it looks like it's actually longer than a hand and forearm (like a fake blown-up hand/prosthetic/glove). Unless there's some non-heresay corroboration about the incident (local news report), I believe that it's fake.
Happy to be proved wrong.
