I'll go out on a limb and speculate the rider was drunk. Drunks will zero in on tail-lights at night (as 'safe to follow') and can't really adjust during final approach, so for instance if you have to pull over on the freeway at night (not an option here), you should turn OFF your lights while awaiting road help/relatives/the cops/whatever. 'Least, that's what I've heard. Also, this is yet another time I've seen mention on this site of a middle aged southeast asian woman with a much younger, often chinese, husband.... Anyone know what's up with that, culturally or historically? Feels like SOMEbody might be a mail-order....
