They make rubber bullets for virtually every firearm. That is an actual shotgun. It is loaded with shells containing rubber pellet projectiles. They are considered "less lethal" but can obviously cause serious injury depending on the load used or if improperly deployed. Usually for crowd dispersal you don't want to be closer than 10 meters when firing. Here's a YT video on rubber bullet effectiveness...
