Fly into Mexico, and it stars with customs. Pay the government duty or pay the customs officers a smaller bribe (the latter is easier, no paperwork).

Your bags "lost" in flight? Pay up or they won't be found (cost me $200, half to an airport official and half to a police officer to "escort" me to the secure area where my bags were miraculously found).

Pulled over for DUI? $50 USD will take care of that.

Want a prescription for something naughty? $35 to a doctor will get you a prescription for anything you want.

Bought property? Don't want to pay property taxes? $5,000 to a lawyer who "takes care" of the assessors office will have your $2,000,000 USD villa classified as a shack with a large garden.

Want your phone hooked up? Your car warranty honored at the dealership? A drivers license?
