Difficult situation IMHO but I have no medical training. The lady victim on top of the pile is hurt, but what could you do before the highly trained swarthy Mexican bamulance crew arrives? Comfort her, cover her so she doesn't have a face full of rainwater? Mexican answer is get those phones out and start recording!

Except most countries have laws to protect those that try to render reasonable aid to victims. It's the Good Samaritan law. The only countries that don't offer protection for retaliatory lawsuits from the Wiki on it are

1 Pakistan
2 South Africa
3 New Zealand
4 Singapore

And I'm sure a few more. But most "civilized" countries try to protect those that offer assistance.

I'm very familiar with this highway, and accidents like this happen frequently. In this part of Mexico the less-bad drivers are careless and the worst drivers are careless and super-aggressive. The taxis and the van drivers tend to be the most aggressive. There are constant deaths on this stretch of highway.
