The head turns blue/purple because blood is no longer travelling in both directions. The cord around the neck prevents the blood from returning to the heart and the resulting pressure causes the head to become filled with too much blood.

The heart eventually stops beating due to total asphyxiation and the pressure then drops, allowing the blood to drain back toward the heart. What you saw was this guy's final moments as his heart simply gave up.
