I think hckr_wolf is right on the money, the father ensures the gun's handle is facing his son, as if he wanted him to pick it up and use it, though given his reaction he obviously didn't expect his son to take him up on his insincere offer.

What kind of a argument was that? The father takes out his gun, intentionally loads one into the chamber and sets the gun down in front of the son... To me it looks like the father was saying "You might as well shoot me, because you're a disgrace to me!!!" Son - "I bet this gun isn't even loa...........  "
