Diffusion of responsibility, Bystander effect, and cultural/legal issues play into effect here....Primarily the first two really. It is (unfortunately) "normal" to act this way. Either the people are afraid to get involved out of fear of consequences (responsibility) even if them being blamed is unreasonable, or (more commonly) people's mind finds it easier to simply ignore what is happening. A traumatic event is difficult and unexpected for most parties involved and it is MUCH easier for a random person to turn a blind eye and walk away which leads to the very common bystander effect. |

Correction, confused diffusion of responsibility. I don't think it applies here really. It is when a passerby assumes someone else will or has take the "responsible" steps to handle some situation. That didn't happen until later on when a man stepped in to help. I would say it's the bystander effect making people walk away.
