i used to believe the impact speed was the equivalent of the overall speed of both cars, but have seen enough stuff to make me believe otherwise now

many times the driver isn't looking at the road for 4 sec at a time. Now imagine you're driving with other traffic coming the other way and close your eyes for 4 sec.
