Crowd control my friend. First, you have to stop people from getting in the way or distracting the ones performing CPR. Then, there’s the family members running around screaming. And there’s usually one or two in the crowd that for whatever reason just decide to start throwing punches at people (usually the cops). It’s the days we live in now.

I understand this, but they are not focusing on the crowd, they are focusing on what's going on with the downed man, which is not necessary and a poor use of their time while there's a killer on the loose.
