I don't know is that's tartar - looks like a dental cement - possibly used in trying to keep teeth in place after traumatic damage - it seems to be the wrong color to be all tartar - but I'm not really sure.

It looks like they put dental cement around the teeth to increase the chances they would come out whole when extracted rather than splintering when gripped with the pliers.

It's called dental Calculus, and yes it is basically extreme tartar. Usually it happens to people with an extreme fear of going to a dentist.
