Eyelid, and yes, if they block, they become styes.

I knew a pit bull who had a big one on the edge of a lower eyelid, owners could not afford surgery to remove, so once every month or so I would do the same thing. Dog was incredibly patient, let me do everything awake and didn't complain once.
