It doesn't get fixed. Most people who get NOMA are children, and most of them are malnourished and poor. This kid will look like this for as long as he lives and will be an outcast, and probably never able to eat or drink or talk properly. If you live in a third world country, plastic surgery is about as far away as Jupiter.
Good point...that sad little man may as well be on Mars.

I wish the peoples of Africa would quit fighting and depending on the world to bail them out.

I would love to see them get their act together and start helping themselves for a change.
