There's a documentary called "Children Underground" that's about these street kids in Romania, and they huff Aurolac, a silver paint, from bags just like that.

This happens all over the place not only in Russia. Homeless/runaways kids everywhere. The difference in USA is that the LE will pick up a kid and bring them home while in Russia most of the time they won't pick up a kid and take them home. Haven't we all saw maury and jerry springer with the kids who are only 8 years old and doing drugs/smoking/ prostitution.

Saw this documentary about these kids that live on the streets.. They like to smoke, drink, and huff on paint.... Sad, but true..
