That person must be dead for there to be no blood pumping out of the carotid artery. That some how it was missed but sure looks like it should be severed.

They might be doing CPR (although that should pump some blood out unless it's all gone) or maybe she was alive when they started with the oxygen. It just doesn't seem possible that the artery & jugular are not cut.
