That looks like a form of herpes. The kind that a kid can pick up as their coming out of the birth canal. I could be wrong though. God knows, it would be the first and only time though. lmao

To me it looks like it could be a bad case of eczema. My little girl has it and sometimes when she gets a bad breakout on her legs it will look like scales just like in this picture.
