Yes, with intramedullary rods, pins and plates, and possibly a knee-replacement joint. I can't see how badly the knee joint itself is damaged. The tibia fracture is at least not shattered. Then, once the bone is pieced back together, the sugeons begin repairing the soft tissue damage. You'd be suprised what they can fix that looks mangled looking like it should be wacked off.
