Looks like Anencephaly if you ask me due to the brain protrusion and missing skull formation. That and cleft palate.
That's my thought, too.
On a side note I dreamed I had an anencephalic baby & the Dr was swinging it back & forth at me. The poor thing looked like a sad little pink frog, bleating, huge bulging eyes, they wouldn't let me hold it, just kept swinging

Nooooooooooo it isn't anencephaly! It's Encephalocele. They sound alike but are very different. The brain protrusion is symptomatic of Encephalocele, whereas in anencephaly the brain doesn't develop at all... :)

Thank you! I also have much respect for a competent writer. There are way too few of them in the USA, especially in the south, where I live. I get highly annoyed on a daily basis...

Wow that's knarley.
I am almost certain it is a form of ABS (Amniotic Band Syndrome).

Amniotic Band Syndrome occurs when the fetus becomes entangled in fibrous string-like amniotic bands in the womb, restricting blood flow and affecting the baby’s development.

I think in this case the bands wrapped around the either the baby's head or neck

Sadly, that is a video on here of doctors abusing an anencephalic baby.

I know they supposedly don't feel pain, but, it is still a baby
