Looks like Anencephaly if you ask me due to the brain protrusion and missing skull formation. That and cleft palate.

but Anencephaly is when the baby is missing part or most of the brain/cranium. All the pics I have seen of this condition, the fetuses look more of less the same - bulging eyes and little to no mass behind the eyes & ears. This one is so hard to tell without seeing head-on. Its those horrendous stretched/ripped eye sockets that really give it the WTF!?!? factor....never saw anything quite like that...
