I don't feel like reading what people said, so I will just state what this is. It is a disease called Harlequin ichthyosis. This causes the skin to be really think and harden leading it to crack, usually killing the baby of an infection, also rendering it nearly unable to move and in extreme pain. The skin also grows over the eyes. I am pretty sure this picture is fake since someone with this would not be able to move without breaking their skin open. There are milder forms of ichthyosis.
