It's not a halo, it's just a simple external fixation rig. I imagine his ortho surgeon performed a closed reduction of the actual fracture as that severe a break would be benefited by permanent support. The external rig is merely to assist in keeping the fracture immobilized for the first several weeks of healing.

Pretty far from cheap as well. They're typically made of solid titanium. List cost of that rig is probably 4-5k.

My cousin has had something like that on his ankle for 6 months now. It is a lot bigger and "bionic" looking though.
