It could be leaked pictures of medical torture. Imagine being held in some type of prisoner camp or eastern european detention centre and they won't allow you to shower or purposefully expose you to biologically grotesque conditions. It's a slow, but horrifying form of torture. Perhaps they planted those larvae or worse pulled the penis through a different part of the body (hence the overlapping skin).
Kinda like what the Germans did the Jews and the Japanese to the Chinese in WWII. Human testing.
