In the video, it already looks like rigamortous(sorry about the spelling)has set in. While they are giving her CPR, her arms are stiff

The tattoo appears in two different locations. Strange.

cant see any blood in her.
Picture 8, bloody wipes discarded around her head, I guess that was what they were using to wipe her face with before they gave her breaths during CPR.

Your arms and legs flex or extend and rotate inward with severe brain injury. No doubt she was without oxygen long enough to cause this reflex. Even if they did revive her the chances were very high that she would have brain damage.

I don't know about Thailand, but in the US a paramedic is allowed in most jurisdictions to call a death. Rigor Mortis is one of the obvious signs of death.
