That isn't milk, guys. It's semen. It's also considered a bit of a ritual tradition on the force amongst seasoned Russian law enforcement. See, each individual investigator that arrives at the scene ejaculates into a glass.

The glass, when filled and subsequently cooled, is then given to the Mother of the victim as a respectful offering for her to imbibe.
