The Mexican government needs to simply start shooting to kill the suspected drug cartel members. Until the country is rid of the violent cartels they will never progress.

Which is why we (US) need to cooperate with those Mexican officials not on the payroll of the cartels (If any exist) to resolve the issue. Offer to help attack the drug cartel issue in exchange for their help in stemming the flow of illegal immigrants into the US.
