I'm thinking it might have something to do with primitive CSI/evidence documentation. Then again, in some Asian countries they actually volunteer to pick up the dead (and they're left over parts) from homicide and accident scenes. I believe that the worse the mess, the more positive points they get toward the after life. I could be wrong about this, and perhaps someone with more detailed knowledge could help me out. I think that the various volunteer body pick up groups actually fight for the right to claim the body and clean up the mess. Kinda like in the old days in the U.S. When various volunteer fire companies fought over who would put out the fire and in that case, claim the reward from the insurance company.
