Looks like saw dust all in his eyes and nose. Maybe someone tried to bury him in sand.. Or something. Who knows..

Often, 'dust' like that is put in corpses eyes, nose, sometimes mouth and other places. It's to stop liquids from coming out and basically avoid making a mess.
(I'm not actually sure what the substance is though)
