These almost look like they are South African...this type of thing is very common here.

They actually had a picture like this in the paper with the body on top of the pylon a few years ago- idiot tried to cut the wire with a normal hacksaw, but even dumber than that was the fact that it was a metal pylon he climbed on to and wasn't wearing any insulating materials of any kind...
