I'm pretty sure that where I've circled on the image below, is her nose + most likely her mouth. So they would have just flipped the flap back over + then maybe attached it to the blob of flesh on the right (which I am assuming is her jaw/chin).

That’s way more than a decapitation. But kudos to whoever put her back together. Must be hard to lose a loved one then have to see this misshapen face as the last memory.

Here in the states we use strong metal rods to reattach the head. They did an incredible job with wax restoration, I am highly impressed for such a poor country. Whoever did her embalming and cosmetics has been doing such for decades. This is primo work.
