He specifically said that the fire was on his rez. Which means he's a Native American on a designated tribal reservation. Local county emergency services may well have restrictions on what they can do on tribal land. For the same reason that many reservations can host gambling casinos and sell cigarettes and gasoline tax free, so too will they sometimes not be eligible for services that are typically paid for with local or state taxes. That street runs both ways.
