Here in Brazil, motorcycle thieves take people's lives for nothing. They use the bikes to assault and murder, usually killing innocent people "just for fun" (specially if they are minor/juvenile) Brazilian laws are too weak, they always leave the "bad guys" free on the streets, after a short amount of time (IF they are arrested!) Usually Police can't do much, because a law officer that fights/shoots criminals is usually punished, and gets a deskjob instead of receiving a medal.

So the people are getting tired of this state of things, and making "street justice" whenever possible.
