Where were you in the past 20 years? They were free for a little while. Didn't do much to rebuild the place, but it got boring for them, so they started to kidnap people in the neighboring countries and sell them. Also, half of Chechnya's population is Russian, as soon as there are no troops, Chechen "freedom fighters" tend to kill, rape or enslave Russian speakers. Finally, I spoke to a Chechen taxi driver in Europe, he said that he wouldn't want to live back home when fundamentalist are "ruling" the country, it is just too scary.
