Then the soldier is definitely a Béret vert of the French Foreign Legion.
Given the color of the skin of the dead man, i'd say that the pic was either taken during Operation Licorne in Côte d'Ivoire (2002–2003) or EUFOR Tchad/RCA in Chad (2008/2009). I'm not sure though.

13e DBLE was stationed at Quartier général Monclarin in Djibouti, Africa.

The green berets are just alternative to the kepi blanc (favorable alternative)
