Generally towers such as this do not have a wider base that the rest of the structure. They rely on guy wires to keep sway to an absolute minimum. In fact many taller towers are mounted on a very small diameter "pivot point" to keep all the stress in a vertical line which the tower is designed to handle. My guess is that one of the guys broke due to torque exerted on it.

thank you for the information. i just imagined the downpull stress on the bottom with all those metals on top and the wires pulling it downwards. i guess the design have its purpose then.

i see a lot of high antenna masts here that uses metal pipes instead bars. looks a lot like telescopic antenna on radios. usually about 6-8" big on bottom and goes thinner as it goes higher.
