In some cases, yes.
However, there are some limits, as explained in chapter 7.0(Flip flops & socks) of the book

The problem of incompatibility between flip flops and socks has been solved
with the creation of flip flops socks, available in green, purple and fuchsia.

Four-banded flip flops are always suspicious, especially when coupled with white socks


On the sock, it can be noticed a dark stripe between the allux and the second toe, matching the shape of the unidentified shoes.
Unlikely the man was using some fake pirate copy of flip flops socks©, nor was experimenting some top secret prototype; so most likely he was just doing improper use of ordinary socks.
