Looks like he went wading and fell back maybe from a heart attack or seizure and drowned.

He was likely dumped there & was probably a inmate that suffered from a disease like dementia, alzheimer's, or worse  Any other information known?

Either he was very determined to drown, someone held him under, or he had a medical event ex: heart attack, stroke, seizure, that prevented him from escaping from six inches of water in my opinion.

Wonder if it was suicide, with his age and being a widower? Maybe he was all alone, or didn't want to be a burden to his family. It was a very pretty place to die, that's for sure.
