That's how sweatshops operate. The excuse is to keep the workers from taking unauthorized breaks and/or stealing stuff. They used to do that here too (USA) until it was outlawed in the wake of the Triangle Shirtwaist Factory fire in NYC in which 146 garment workers perished.

Seems like it was an incredibly unsafe place to work. A business like a match factory is a ticking time bomb without extreme safety measures in place. Sadly, it seems these workers paid the ultimate price for their company's negligence.
