The body is in rigor mortis paired with naturally caused gas bloat. He's probably been dead less than 60 hours. Had it been any longer than that, natural enzymes would've cause perforations inside the thoracic cavity allowing the gases to escape. Had the body been encased in mud or waste as suggested, worms and other critters would've eaten all of the soft tissue (tongue, eyes, etc) and they would've have been more skin removed, not just the topical layer as presented in the photo. My guess is that the body has been floating on the surface for a couple of days. Note the pruning and discoloration of the skin on the inside of the right hand, suggesting that it has been submersed in water but near the surface.
