ISIS Chopping Off a Few Hands and Feet.
I think these are in Syria. Their technique is to put a sharp blade where they are going to cut and then hitting it hard. I suppose this makes it more accurate and they are using tourniquets with disinfectants but it still seems a very cruel, savage and irreversible punishment.
