if you're not the only guy around on a site/in a home/etc, there is a chance someone else can come by and flip a breaker on, not knowing that you have your head buried in a machine somewhere along the circuit....so the switches and breakers have holes in them to allow for a padlock, which each worker has assigned to him personally....until that worker removes his padlock when his work is done, then the equipment remains off, and the lock is an obvious flag that something is under maintenance.....
